الفجر العالمية وسانت غوبان توقعان مذكرة تفاهم لاستثمار استراتيجي في قطاع التعدين بسلطنة عُمان

Al Fajar Al Alamia SAOG and Saint-Gobain Sign a Memorandum of Understanding for a Strategic Investment in Oman’s Mining Sector

على هامش الزيارة التاريخية التي يقوم بها جلالة السلطان هيثم بن طارق آل سعيد المعظم للجمهورية الفرنسية، وفي إطار تعزيز العلاقات التجارية بين الشركات العمانية والشركات الفرنسية، وباهتمام خاص من غرفة تجارة وصناعة عمان، وقعت شركة الفجر العالمية ش.م.ع.ع وشركة سانت غوبان الشرق الأوسط مذكرة تفاهم حول التعاون المشترك في مجال الاستثمار والتطوير لقطاع استخراج واستغلال الموارد الطبيعية وبشكل خاص خام الجبس، وبما يتضمن استمرار المناقشات المتقدمة بشأن استثمار مباشر محتمل لشركة سانت غوبان مع شركة الفجر العالمية ش.م.ع.ع في شركة عوام للمعادن ش.م.م، الشركة المملوكة بالكامل لشركة الفجر العالمية، والتي تملك حقوق تعدين الجبس وتشغل مناجم الجبس، وتصدير المنتج في المرحلة الحالية للتصنيع في مصانع شركة سانت غوبان في أسواق الاستهلاك في المنطقة، مع إمكانية التوسع نحو الاتجاه إلى التصنيع المباشر لمنتجات الجبس الجاهزة محليًا، جنبًا إلى جنب مع مزيج واسع من منتجات مواد البناء التي تصنعها حاليًا شركة سانت غوبان في السلطنة.

كما تتضمن مذكرة التفاهم التأكيد على حرص الطرفين لتبادل الخبرات والتعاون المباشر في مجال إدارة المحاجر والتصنيع والإنتاج ضمن أعلى معايير الجودة، والممارسات البيئية السليمة، والاستمرارية، والاهتمام بالأمن والسلامة في التشغيل، بالإضافة إلى إيلاء الاهتمام الأكبر لخلق الوظائف والتعمين، مع التركيز على تدعيم أسس تطوير علاقة طويلة الأمد بين الطرفين لخدمة القطاع التعديني والصناعي في السلطنة، وبما يتفق مع القوانين والتوجهات المرعية.

وقع الاتفاقية من جانب شركة سانت غوبان الفاضل تيري برنارد، رئيس مجلس إدارة شركة سانت غوبان الشرق الأوسط، ومن جانب شركة الفجر العالمية ش.م.ع.ع الفاضل هيثم بن محمود مكي، رئيس مجلس الإدارة.

وفي هذا السياق، أفصح الفاضل تيري برنارد رئيس مجلس إدارة شركة سانت غوبان الشرق الأوسط عن الاهتمام الواسع من شركة سانت غوبان في التوسع استثماريًا وتشغيليًا لعملياتها في السلطنة، ويشكل توقيع مذكرة التفاهم خطوة مهمة في سبيل التعاون المباشر مع أحد أهم اللاعبين في مجال التعدين في السلطنة، وتأكيدًا إضافيًا على إيمان الشركة بالتنافسية والمزايا المتعددة للبيئة الاستثمارية في السلطنة.

كما عبر الفاضل هيثم بن محمود مكي عن سعادته بالوصول إلى هذه المرحلة، والتي تشكل خطوة مهمة لكلا الشركتين لتحقيق أهدافهما التشغيلية والعملياتية، والتي ستقود بلا شك إلى تطوير القطاع التعديني وزيادة الثقة الاستثمارية فيه. كما أن قيام شركة بحجم وحضور شركة سانت غوبان بالاستثمار المباشر في السلطنة يعد مؤشرًا كبيرًا على جاذبية البيئة الاستثمارية في قطاع التعدين في سلطنة عمان، وحرص الحكومة الرشيدة على استقطاب الاستثمار الأجنبي المباشر لهذا القطاع، بما ينعكس إيجابًا على تطوير القطاع، واستيراد المعرفة التقنية، وأيضًا التوجه نحو توطين العديد من الصناعات المرتبطة بالتعدين والمعادن.

On the sidelines of the historic visit by His Majesty Sultan Haitham bin Tariq Al Said to the French Republic—and within the framework of strengthening trade relations between Omani and French companies, with the special support of the Oman Chamber of Commerce and Industry—Al Fajar Al Alamia SAOG and Saint-Gobain Middle East have signed a framework agreement. This agreement focuses on joint cooperation regarding investment and development in the natural resource extraction sector, specifically gypsum ore. It encompasses ongoing arrangements for Saint-Gobain to make a direct investment alongside Al Fajar Al Alamia SAOG in an existing gypsum mining and extraction company. The initial phase involves exporting the product for processing at Saint-Gobain’s facilities serving regional consumer markets, with the possibility to expand into local manufacturing of finished gypsum products, alongside the wide range of construction materials Saint-Gobain currently produces in the Sultanate.

The memorandum of understanding also underscores both parties’ commitment to exchanging expertise and cooperating directly in quarry management, manufacturing, and production. This cooperation will adhere to the highest standards of quality, sound environmental practices, sustainability, and operational safety, while placing a high priority on job creation and Omanization. Furthermore, the agreement focuses on laying the foundations for a long-term partnership that serves the Sultanate’s mining and industrial sectors, in compliance with applicable laws and directives.

The agreement was signed on behalf of Saint-Gobain by Mr. Thierry Bernard VP Saint-Gobain SEMEA and Chairman of Saint-Gobain Middle East , and on behalf of Al Fajar Al Alamia SAOG by Mr. Haythem bin Mahmoud Macki, Chairman of the Board. In this context, Mr. Thierry Bernard highlighted Saint-Gobain’s keen interest in expanding its investment and operational activities within the Sultanate. The signing of the Memorandum of Understanding (MoU) marks a significant step toward direct collaboration with one of the Sultanate’s key players in the mining sector, further affirming the company’s confidence in the Sultanate’s investment environment’s competitiveness and manifold advantages. Mr. Haythem bin Mahmoud Macki also expressed his satisfaction at reaching this milestone, noting that it represents a crucial step for both companies in achieving their operational goals. This partnership will undoubtedly drive the development of the mining sector and boost investor confidence. Furthermore, the decision by a company of Saint-Gobain’s stature and global presence to invest directly in the Sultanate serves as a strong

indicator of the attractiveness of Oman’s mining investment climate. It also reflects the government’s commitment to attracting foreign direct investment (FDI) to the sector—a move that will positively impact industry development, facilitate the transfer of technical expertise, and support the localization of various mining- and mineral-related industries.

Saint-Gobain established its presence in Oman since 2009 and this MOU confirms its  interest to continue developing its activity beyond the existing 2 Factories of construction chemicals .
